I received apple store developer bill in starhub monthly bill but not show in my subscription . I did not buy anything in ITunes. How can I contact apple billing center?

I did not see any subscription in my purchase history but apple charged me $13.48 on 19/2/2021. Could you explain me pls. Thanks .
