Why isn’t Apple TV available on all Roku devices?
Why can’t I download Apple TV + on my Roku Tv. I understand it’s not available in all devices but why? Will it ever be?

if it takes more effort and cost in terms of development and testing to make it available on older devices, a cost-benefit analyses are likely made if it would be viable.
chances that older devices are added would likely be unlikely
