How do you delete a useless app on an Iphone 11?

On my Iphone 11, Touch and hold will only remove the app from my home screen but not from my library.
Turn off Screen Time, delete the app and then turn Screen Time back on.
Please check: Settings - Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
