I have an m1 MacBook Pro and it does the exact same thing when on charger . I've read that using a uk plug would stop it although I didn't try

That is the problem. Your building wiring is likely not grounded correctly.
Have your computer inspected by an authorized service center to rule out a computer issue.
Your device and/or outlet is not grounded (earthed) properly. It's usually harmless.
