I got a new IPad generation 8 cellular and have tried numerous times to transfer my data from old iPad which is generation 4. It is backed up and updated. I have tried transferring from old to new and from iCloud and neither will work.

If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.
“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device.
An alternative is to restore either an iCloud or iTunes backup to the new device:

What pertinent facts have you not told us? For example, might the new iPad have an iPadOS version older than the previous model? What error messages have you seen? What worked? What failed? Are you using wi-fi? Is your new iPad well charged?
I followed all the instructions and still can’t get new iPad working. After process new one says unable to complete transfer and old one says to move it closer to continue transfer. They are side by side and both connected to power.
