How do I get rid of ROBOKILLER on my iPhone XR?

how do i get rid of the app ROBOKILLER? it DOES NOT allow deactivation. It does nor deactivate if you get rid of the app icon, it remains operating on your phone. How do I stop it. It is blocking ALL MY incoming calls!
