I have a new Mac with Apple Mail Version 14.0 and Bur Sur 11.2.3 and I can't figure out where the Not junk button is! On the previous version there was an icon. I even looked in the help and it says to use the Not Junk Icon. It is not in the tool bar options. Thanks.

Pretty sure there is no Junk Mail Icon in Big Sur.

The not junk toolbar item is dynamic, and will not appear until you are in a Junk mail folder and click a designated junk message item. When you click Not Junk, it will be moved back to the Inbox, but the act of pressing this button does not create a future rule that Mail remembers.
If you get an email in the Junk mailbox click on it to view and you'll get this:
Clicking on the Move to Inbox is supposed to remove it from the Junk list.
It's now this button:
it replaces the mail to the inbox.
