only if microsoft wills it

Apple: It's Really Up to Microsoft to Make Windows Work on M1-Based Macs | Tom's Hardware

bootcamp is not an emulation like a virtual machine or rosetta stone 2, bootcamp is running the operating system right on the "metal" you can't run an x86 binary operating system on an arm based cpu, microsoft has an arm based windows10 but does not sell it to end users, also if ones goal is to run x86 windows games on their arm based windows10 it will likely not perform too well.
