Can I limit purchase amount on a specific app (ex: $50/month spent on a specific game’s in app purchases)? Thanks.

No - you can only block all in-app purchases, or allow all. If you want to limit your overall expenditure on all iTunes purchases you could (if they are available in your country) use iTunes gift cards as your payment method so that you are limited to the account's balance
