Issue with security questions (Too many incorrect verification attempts)

i tried to add another apple ID to have second one in my iphone in order to restore my whatsapp backup. i went to appleid website to add but they asked me 2 security questions. I forgot the answer and as i attemped too many times they locked. So its not possible to reset the security questions.

would you please let me know how I can solve the issue? Or how long does it take enabling me to reset the questions?
