hello, I have 0.83 USD store credit in my app store (USA store). I need it to be 0$ because I want to change the country on my app store please. what do I do please?

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
