Software Update (Settings - General - Software Update) will show you which version you can upgrade to. That controls the upgrading process on iOS, you can decide not to upgrade but you can't decide which version to go to.

That is not accurate. The only devices with support for iOS 12 but no higher are iPhone 5s, iPhone 6 (and 6 Plus), a couple of iPad models and 6th generation iPod touch.
That iPod cannot update past iOS 12.5.2. If you need a newer iOS version, you will need a newer device.

Any device that is compatible with iOS 13 or 14 can not be updated to iOS 12.5.2, only to iOS 14.4.2.
If it is already running iOS 12.5.2 it has to be an iPhone 5S, 6, 6 Plus or iPod Touch 6.
Does this mean that an iPod Touch 6 can not be updated past 12.5.2? My daughter's apps are starting to be limited due to not being on 13 or 14, so is this device basically obsolete?
