Yes, it can be changed. But it's a Carrier feature. Normally you can set the phone to ring from 10 seconds to 30 seconds before it goes out or is forwarded to VoiceMail.
But it is different from Carrier to Carrier, and country to country. Then contact your Carrier and ask, or search their website - some information should be available.
