Your Internal Storage:
That message is referring to your device's internal storage - not iCloud. So, rid of large, unnecessary files (i.e. TV Show episodes and Movies), and apps that you no longer use. Leaving only 4MB of free space can hard your device. For safe use, leave at least 20GB free.
