What do I do if my back up is newer than the iPad

i bought my moms old iPad and I did a factory reset. My iCloud back up is newer than the iPad and won’t connect

I cant set my iPad 3 up My rebuilt iPad 3 states that it cannot access any iCloud v. 12.3 back up and doesn't give me any option to continue its set up. I've even connected it to my Mac Air computer, but it hasn't helped either.

iCloud backup I’ve had use my old phone for the time being but I wanted to restore my iCloud onto the phone. I had to set the iPhone up as a new phone first so that I can update the phone as my backup was on iOS 12 whilst the phone was iOS 10. To restore my backup do I have to wipe the phone again and then set it up again.

Think I've messed up setting up a new iPad I've inadvertently uploaded all my data from icloud onto a brand new ipad and then suddenly realised that the backup is two years old and I've lost all recent stuff. Is there anything I can do?

You cannot restore an iOS device using a backup from an iOS version greater than the one on the device. You should find that things you have synced with iCloud should still transfer though, even with iOS 9.
