Hi Mark,

Unfortunately, the firmware in your Mac is corrupted, or it's unable to start up at all. This is a serious error, and rarely occurs.

To resolve the issue, you'll need another (healthy) Mac available, a strong Internet connection, and the charging cord for your problematic Mac. The healthy Mac must have the latest version of Apple Configurator 2 on it, which can be downloaded from the Mac App Store for free.

Once you have those ready, follow the steps in this article: Revive or restore a Mac with Apple silicon with Apple Configurator 2 - Apple Support

A few tips:

  • In step 2 of the article, you'll put your Mac into Device Firmware Upgrade (DFU) mode. When your Mac is truly in DFU mode, the screen will be completely blank, and "Apple Controller" will appear on the healthy Mac running Apple Configurator 2.
  • Attempt a revive first. A revive tries to repair your Mac's firmware while preserving your data. It is not guaranteed to work, but it could save you from having to erase your Mac.
  • If absolutely nothing else works, perform a restore. A restore completely wipes your Mac and reinstalls a fresh copy of macOS. Provided your Mac is in true DFU mode, it is guaranteed to work, but you'll have to restore your data from a backup (if you made one).
