I can’t seem to send anybody messages unless they have an iPhone it comes back with a response

I am unable to send or receive a text message from one particular person on my brand new iPad, but do receive and send them on my iPhone. How can I correct this I am unable to send or receive a text message from one particular person on my brand new iPad Pro 2020 but can receive and send them on my iPhone to this person. How can I correct this? The recipient is not on my blocked list. I have shut down, restarted and retried with no success. What may be the problem and how do I correct this?
