Lock out of Apple ID

I was locked out of my apple accounts (iPhone and Mac Book) I was never given the option to answer my security questions to prove my identity. I am stuck in a loop of reset your password, only to keep asking for my password. Never asks my questions. How do I get to my security questions

Is your Apple ID set to use Two factor Authentication? If it is, you use Account Recovery instead:

Yes I have Two Factor Authentication.

Two-factor authentication for Apple ID - Apple Support

"With two-factor authentication, you don't need to remember any security questions. We verify your identity exclusively using your password and verification codes sent to your trusted devices and phone numbers. When you enroll in two-factor authentication, we keep your old security questions on file for two weeks in case you need to return your account to its previous security settings. After that, they're deleted."
