Why do I have to turn on Touch ID to get app downloaded? It does nothing to help me get app downloaded. All it does is put a stupid dot in my way

Is there a way without Touch ID to get apps downloaded?

Settings > Touch ID and Passcode and turn off iTunes and App Store
