my son changed the "primary device " so now his ipad is the primary device. how can i change it back so my phone will be the primary device ?

Log out of your ID on your son’s phone. Then create a new Apple ID on his phone.

It sounds like you are sharing an Apple ID. That can lead to many problems, this being just one of them. You need separate IDs.
