How do you transfer stuff from your phone storage to the iCloud if nothing gives you the option

If you delete Photos and Videos from the iPhone it is deleted from iCloud Photos too, and vice-versa. Alternatively, try uploading to iCloud Drive then you can delete from the iPhone.
