Activating new iPhone

I am changing from an iPhone 11 to an iPhone 12 Pro Max. I am not able to activate the phone and connect to my iCloud or do quick start. I have spoken with phone carrier and they reassured me all was well on their end. I also received this message and was told to contact apple support.
