My iPhone data isn't backed up on iCloud, therefore i can't restore it, so how can I reopen it without any data loss when it's disabled?? I have all the information related to my iPhone on my Mac (serial number, IMEI...etc), is it helpful?!

If you don't have any backup, you are correct, you cannot restore it.
But if your phone is already disabled from incorrect code entry, then the data is gone. No backup, no recovery. It is why we do backups.
