Connection to App Store and Safari

I'm on Safari right now but I can't necessarily use it because there's a "This Connection Is Not Private" pop up which I can't even work past. Even the App Store can't work. What's the problem?

Go step by step and test.

1. Startup in Safe Mode:    https://support.apple.com/en-us/HT201262

    Login to your account.

    Launch Safari and test.

    To exit Safe Mode, click  in the menu bar and choose “Restart”.

    Test.

Log in.

    Launch Safari holding  the shift key down and test.


2. Deselect Proxies, if selected.

   System Preference > Network > Advanced  > Proxies Tab

   Unlock the lock if you have to.

   Under "Select  a protocol…”, uncheck any box if check-marked.

   Click "OK” then  "Apply”.

3. Uninstall any Profile you have not installed knowingly.

    Section: Remove a configuration profile from your Mac

4. Disable anti-virus software if it is installed.
