Fall Detection on Apple Watch GPS

My grandmother has an Apple Watch with GPS (NO Cellular option). She has fallen twice outside and fall detection did not go off. Is it because her watch is out of range from her phone (which was in the house)?


Does fall detection not work if the phone is out of range from the watch?

"To use Emergency SOS on an Apple Watch that doesn't have cellular, your iPhone needs to be nearby. If your iPhone isn't nearby, your Apple Watch needs to be connected to a known Wi-Fi network and you must set up Wi-Fi Calling."
