Prior to this issue, when was the last time your Pencil was charged up and used with your iPad?
I did all the above. My 2nd gen pencil still doesn’t get any response from the screen.

A week or so ago I used it with my iPad. I just discovered it is 5 days plus 1 year old from delivery date!?! Should they only last 365 days?
How often do you NOT sit your Pencil along the top of the iPad to constantly charge?
I am trying to determine if the battery in your Pencil has prematurely failed.
I store it on the iPad when I’m not drawing with it. . I thought that was recommended.
One last thing to try before I offer my final advice/solution.
Try the new hard reset procedure for the 2018/2020 iPad Pro/iPad Air 4 models without a Home button.
1. Press and release the volume UP button.
2. Then immediately press and release the volume DOWN button.
3. Then, press and hold the Power button at the top. You will see the Slide to Power off button, but keep on holding down the Power button until you see the Apple logo, then let it go.
Once you have performed all the steps, wait for a few seconds and your iPad Pro will boot up completely to the iPad Pro’s Lock screen.

You have tried everything.
Search online to locate and call contact your nearest, “local” Apple Store location to try/attempt to make an appointment to get your Apple Pencil replaced with another new purchase of an Pencil.
My thoughts are that small internal battery has failed, somehow, and the Pencil is dead.
It can happen.
The internal, rechargeable, Lithium-ion battery in Pencils is very, VERY tiny. Failure can and does happen.
Since your Pencil is over a year old, you will have to purchase a new Pencil.
