I'm afraid this one is getting old and beat. I get a light flashing of images on some websites (twitter, FB, etc) and some news sites.
Actually, first, is there a tool to diagnose the existing AMD Radeon HD 6770M 512 MB card?

There is no user replacement for the iMac graphics card as it is soldered on the motherboard. Apple may need to entirely replace the motherboard with a new one using the same graphics card that is supported by the operating system. Talk to your local Apple Store or Apple Authorized Service Center about an appointment and diagnosis.

Thats a good idea, but, sadly the nearest Apple store or Genius Bar (guffaw) is about 45 miles from my home. :(
There is a certified Apple tech in my area, who can probably do the same thing; BUT is it cheaper to replace the motherboard and graphics card or buy a refurb at the apple store, or ?? somewhere? (I have a hunch that replacing the motherboard is cheaper?)

I direct users to Apple Stores, or Authorized Service Providers as they have access to the inventory, the current skill set and diagnostic tools. A 45 minute drive to get something correctly diagnosed and properly serviced (with an appointment) would be worth the drive. Anyone can say they are a certified Apple tech. Ask the Apple Store if the person in question is a currently certified Apple tech.
Let the diagnosis and any Apple quoted repair cost drive the next Mac decision process. Don't jump to conclusions.
