My children changed ipone password, cant remember the new password. is there a way to recover without loosing all photos, etc?

There is no way to do this.

If you were using iCloud and syncing photos, contacts, calendars etc. they will be available after resetting the phone and signing into iCloud again.

If you created iCloud or iTunes backups, that content will be recoverable as well..
