I am based in Canada ; and a family member is based in UK
They have offered to purchase a new phone for me, is this possible ?
Can they buy from Apple Canada , get it delivered to my BC address while not leaving their own UK home ?
If so what is the best way to do this

I believe they can do that. They would have to go to the Apple Canada web site and set it up through there. If you want to help them you could phone Apple Canada and see if there are any issues with doing this.
