My device is stuck on the Apple logo. HELP!

Hi, My device is stuck on the Apple logo. Will not turn off and will not turn all the way on. Just sitting in apple mode.

Thank you....I tried this and it's saying that it can't update. That I'm out of storage. I pay for all kinds of extra storage. Just tried to create a video from Imovie last night and woke up to this issue this morning. Could possibly be the slideshow on Imovie?

How do I create space if I can't get into my phone?
