Shutdown via Power / Touch ID Button ( same button and disconnect any external drives. Pug into charger and Restart and Immediately hold the - Shift - Key. This will start in Safe Mode and perform a Repair Disk, Clear Cache files and only load Apple Software. So it will load slowly - Normal. See if this will allow a full boot up. If Yes, run it this ways for 10 - 15 minutes and then restart in Normal Mode. Will it boot up ?

If nothing works - time to consider taking it to be evaluated by an Apple Authorized Service Centre.
