no, If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support this is all you can do
nobody can track anything using serial number
the imei number can be used if the police provides a warrant to the carriers they can triangular track it they pretty much only use it in case of missing persons, as the cost would be much much much higher than an iphone cost
