IPad Won’t Fully Boot-up Or Turn Off

IPad Air 2, August 2016, after the last software update it will not boot up past the apple logo, nor will it turn off. Even pressing/holding the home and side buttons, it will go black and then stay on the log until the fully charged battery goes dead.
