Zero balance my account
I have $0.01 and I can’t spend it on anything. I want to change my region but my balance has to be zero first. So can you please zero balance my account?

Nobody on these boards can. Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
