My ipadmini 4 keeps glitching and still is and has been for 4 hours now. Earlier, I was cleaning my ipad with alcohol but I know I made a HUGE mistake and I cant get the glitch or the blue in my screen out. Please help!

That sounds like a failing or damaged touch screen. Can you power it off? If so, let it sit overnight at least and see if it's any different in the morning.

It is possible there's hardware damage, so make sure you're regularly backing up that iPad!
