How to delete blocked numbers

I’ve blocked phone numbers and deleted it under contacts. But when I go under settings>phone>blocked numbers> the number is still there... I want the number deleted out of my phone completely.

On this screen, if I click Edit, a red circle appears next to the number. You think you’re then deleting it. But “unblock” appears.

How do I totally get this number out of my phone?
