I currently pay my mobile phone carrier for insurance and unlimited icloud storage, how do I confirm this?

No such thing as unlimited iCloud storage.

If your paying your carrier for unlimited storage, it is not for iCloud. It may be for your carrier's own cloud based storage which is different and separate from iCloud.

Contact your carrier to determine what exactly you are paying for and where exactly you can access it.
