Can you get Apple Card’s for family members on the same account

See the following from Manage your Apple Card account - Apple Support

Only the account owner can currently use Apple Card. If a family member or friend wants to use Apple Card, they will need to apply for Apple Card.

I would like to add the it is a terrible idea to use the same Apple ID for multiple people (if that is what you mean by same account)
