What to do when erasing content and initiating a factory reset and the progress bar appears to stop and be stuck?

If it has been stuck for a long time, an hour or more - then I would try to do a reboot.
1. Press quick Volume Up
2. Press quick Volume Down
3. Press and hold the Power Button until it restarts.
If it starts up in Recovery Mode, then an error may have occurred and the phone needs to be connected to a PC or Mac, also a Restore needs to be done. Recovery Mode, is a black screen with cable and computer icon.
