Can you be more specific (error messages, etc.). Without knowing anything else, perhaps these articles will help:

I had not used my I watch in about 3 years since it had stopped working/wouldn’t charge. I was a few days out of warranty when I went into an Apple store so I thought I was out of luck. It wasn’t until this week that I figured I’d try charging it to see if by any chance it would come back to life; well it did. It’s prompting me to select a language and country, no issues there. When I get to the step to pair, my iPhone 11 isn’t reading the image nor the watch’s code for me to pair it manually. What else can I do/try?

If you have the apple id that paired the watch to this phone you don't have then you can do this;

To unpair and erase watch and remove Activation Lock.

On a computer, go to iCloud.com and sign in with your Apple ID.

Go to Find Iphone.

Select All Devices, then click your Apple Watch.

Click Erase Apple Watch.

Select Next until the device is erased.

Click the remove button next to your Apple Watch.
