Bluetooth in iPhone 12 Pro Max

The wheel in Bluetooth keeps on spinning on iPhone 12 Pro Max even when not trying to pair up with any device.

It is a relief to know that the spinning wheel next to "OTHER DEVICES" is on all the time. I looked at my wife's phone and it is doing the same thing.

That's correct. The Bluetooth Radio in iPhone is VERY LOW energy and it is constantly scanning for devices which you would have to put in pairing mode in order to pair them with your phone. While you see the circle spin, it is normal and uses virtually no power. It is nothing to be concerned about and is expected behavior.
