How do I get an activation lock of an iphone I bought from someone but they left there icloud lock on it?

You ask them to remove it. If you can't reach them or they won't, you won't be able to use that iPhone; the activation lock is an anti-theft measure.

If you don't know the owner and can't get him to unlock it, there is nothing you can do. Recycle it.
