One option is to use an internet browser on your PC and log into www.icloud.com
Another option would be to use iCloud for Windows: Set up and use iCloud for Windows - Apple Support
Note that neither of the above options will allow you to view an iCloud Backup. Backups can only be used to set up or restore an iPhone or iPad. The data viewed via the above options is synced data such as iCloud Photos and iCloud Drive.
