How do I remove spyware that gets past sandbox

I have a tenacious stalker that keeps installing spyware on my phone

I suspect that my phone is I don’t quit know the correct terminology but is it cloned or spoofed because when I have apple wipe the phone and before I even reinstall the apps certain apps send me notifications and I guess I find that to be suspect because I don’t restore from iCloud or iTunes and after my phone is wiped I have to set it up as a new device but somehow my stalker who is tech savvy has been able to hack past everything I’ve tried to get the stuff off my phone can anyone please help me with this I’m not smart about technology but I can follow directions

You can erase the complete iPhone from iCloud Erase a device in Find My iPhone on iCloud.com - Apple Support

The best way is factory reset iPhone Restore your iPhone, iPad, or iPod to factory settings - Apple Support

If you ever had turned on iCloud features in iPhone Turn iCloud features on or off - Apple Support the data had already synced with iCloud , when you once again set up iPhone Set up your iPhone, iPad, or iPod touch - Apple Support and iCloud Set up iCloud on your iPhone, iPad, or iPod touch - Apple Support and sign in with same Apple ID and password on the network the data will start syncing .

Make sure you possess that iPhone .

i apologize I forgot to include the details that when it first began my house was broken into and I didn’t have the Touch ID set up so yes my stalker did gain physical access to the device and he also stole the box which has the IMEI number and I have tried to have the phone wiped and the spyware has to have a key logger because now since my place was broken into I have enabled the security however the spyware seems to reproduce and I don’t restore from the iCloud or iTunes account so what is your take on that?
