Check with Panon support.
I’d expect to need to find a different adapter, either one that can acquire power from the Mac and provide that power to the optical drive, or one that can be powered externally from a wall socket, or switch to a CD/DVD optical drive that connects to wall power.

It works with an Apple USB-c to USB adapter https://www.apple.com/shop/product/MJ1M2AM/A/usb-c-to-usb-adapter?fnode=5e23169963b4614285fa7bca36b1e9d6a8eaeb29e700b396a87b5545fb93b55ee8f6ad52793a11ed19abaf666ffadc6fd45d72064715b2301965b951dc8c4dc36e7b68bfc38ef305a9e868d1b3ab94bbc05d14f33245735245eaec54f40273eeb62e4cd7d61f403e28153b434de0f736&fs=f%3Dadapter-rechargebattery%26fh%3D4595%252B4633%252B45b0
With a USB-C to USB-A adapter, or via a dock, if the connection is your question.
I should have been more specific. I have a Panon (spelled right; a less than familiar brand) “6-way” adaptor. Plugged SuperDrive into adaptor, adaptor into MBA. SuperDrive won’t accept disk; message in upper right on Mac screen reads “USB a accessory needs power.” Same message (and result) with Apple power supply plugged into second USB-C port or into USB-C port on adaptor. Suggestions gratefully accepted.
