is it normal if Iphone 11 decrease 3% of battery health in a month? now my battery health is 91%😢

No, it’s not normal, but there is a problem with the battery health reporting in some iPhone 11s. It will be fixed in the next update. See this Apple tech note→About recalibration of battery health reporting in iOS 14.5 - Apple Support
