Apple tv not able to restore

If you are able to access the menus, then you can reset as described here: Reset or restore your Apple TV to its factory settings - Apple Support

If you are unable to access the menus, or the former method wasn’t successful, or an alert message suggested to restore, then you may restore through a computer: Restore your Apple TV - Apple Support

- Remember to use a USB cable that supports data transfer (not some charging cable from another device).

- Remember to power the Apple TV box on the indicated moment.

If you can't restore your Apple TV, take your Apple TV to an Apple Retail Store or Apple Authorized Service Provider for more help. (Don’t ask for a repair, and don’t let a service provider classify a restore-only as a “repair” – as that may cause a very different service fee.)
