Im running latest version of Catalina. If I open the Library in my Home folder it opens as my iCloud , is this a back up, cos its taking a lot of hard disc space. thx

Those are the iCloud documents that are also on your computer. If you delete them, you will delete them from your computer, and from iCloud.
You are welcome. Seriously. iCloud is a syncing service, not an 'external hard drive' If you sync a copy with iCloud, it is also on your computer.

So, is everything I put on iCloud backed up on the Mac drive too? I have 500 G of music and 200 G of Photos on my iCloud.
I did not check off the Optimize Mac Storage, yet its storing the contents my iCloud Drive on my Mac? Seems wasteful

I know you are just the messenger but
It is putting a copy of my stuff up on the cloud, I know this cos it took over a day to transfer the first 50G of photos to the cloud. But if I already have my photos on my Mac why would I need another copy on the same hard drive, and the cloud?

You are welcome. I'm not sure I understand your question. Unless you have archived data, there should be only one copy of your photos on the Mac (the Photos application) and a copy in iCloud.
