My father passed away on 12/8/2019. My mother is 85 and does not use this Ipad and has no idea how to use it or the login information to activate the Ipad. Is there a means to use this Ipad or do the secrets die with my father? Please LMK what we can do to activate this ipad.
You have probably encountered Activation Lock which is a theft prevention feature. Without the Apple ID and Password of the original user who set up the iPad, you will never be able to use the device. We can't help and Apple will not unless you can produce the original receipt clearly showing the serial number. There is one method requiring legal steps described in this link...
How to request access to a deceased family member's Apple accounts - Apple Support
If you decide not to go that route, the device can be recycled at any Apple Store.
