To turn on bluetooth pairing you should begin by doing as follow,

Settings < Bluetooth < Toggle On.

After you have done so please power on your bluetooth device and enter it into pairing mode. Next, you should head back to Bluetooth and locate and pair the device on the 'Other Devices' section of the bluetooth tab.

I hope this helps.

If you want to pair a Bluetooth headset with your iPhone, then make sure your headset is in pairing mode. It is different from headset to headset, look if necessary. in the manual for your headset.

After that it is into the Bluetooth menu as Frazzm737 writes.

Tap settings Bluetooth On.

Set the headphones to pairing status ( see headphone manual)

When device appears in My devices box ; tap not connected to initiate pairing process .

You may have to enter a code depending on the device ( a box will appear for this)

The no connected will change to connected of completion of the pairing process

At the right hand side you will see I in a ⭕️ tap that for further options
